В письме Толкина к Милтону Волдмену (Letter # 131) писано следующее:

The chief power of all the rings was the prevention or slowing of decay (change viewed as negative); an Elvish motive. But they also enhanced the natural powers of the possessor, approaching "magic" and leading to a lust for domination. And they had other powers, such as invisibility and making the invisible world visible <....> Sauron seized many Rings of Power, and gave them to those greedy or ambitious enough to accept them (to their enslavement)".
То бишь выходит, что мы достоверно точно знаем, какую силу давали кольца их владельцу, и в кого под действием тёмной силы превратились кольценосцы (короли, чародеи и воины): в Назгулов.
Точно так же мы знаем, что три эльфийских кольца, до которых Саурон не дотянулся, были вне его юрисдикции. Если рассуждать, то выходит, что чем больше незамутненного эльфийского влияния на кольца, тем труднее их и их владельцев себе подчинить. Методом от противного: чем меньше эльфийского влияния, тем проще подчинить себе носителя кольца. Коль так, то был смысл отдать кольца тем людям, кто вообще не контактировал с эльфийской культурой. ЕМНИП, нуменорцы как раз на эльфов разобиделись из-за бессмертности последних, вследствие чего порвали с ними все связи. Истерлинги в связях с остроухими тоже замечены не были. Так что как версия
