Rossa, bending will здесь как раз в прямом смысле, просто он как бы только часть фразеологизма использовал: to bend one's will to (do) something - делать всё ради чего-либо. Вот пример из Братства кольца, чтобы далеко не ходить:
‘Yes, to Mordor,’ said Gandalf. ‘Alas! Mordor draws all wicked things, and the Dark Power was bending all its will to gather them there.'
